Job Description

Hill International is seeking an experienced Civil Inspector to support construction projects in San Jose, California. This position is based on-site in Santa Clara County and focuses on inspection and quality assurance services for highway, roadway, bridge, transit, rail, and utility infrastructure projects.

The Civil Inspector will be responsible for inspecting construction activities at each stage until completion. Construction inspection involves verifying that contractors perform work according to approved engineering plans, technical specifications, and applicable regulatory codes. The inspector ensures that workmanship, materials, and installation methods meet established quality standards.

A central responsibility of this role is interpreting construction plans, technical drawings, and contract documents. Infrastructure projects include numerous documents such as design drawings, material specifications, special provisions, and regulatory compliance requirements. The Civil Inspector must analyze these documents accurately and confirm that field work aligns with the approved design.

Monitoring construction sites for safety compliance is another key function. Infrastructure projects involve heavy equipment operation, excavation, concrete placement, asphalt paving, steel reinforcement installation, and traffic control activities. The inspector ensures that contractors follow safety regulations and comply with state and federal requirements, including Cal-OSHA guidelines.

When work does not meet approved standards, the Civil Inspector prepares Non-Conformance Reports. These reports document deviations from specifications, describe the nature of the issue, and provide formal notice for corrective action. Maintaining clear documentation supports accountability and protects the project owner’s interests.

Daily activity logs are required for this position. Inspectors must record site activities, workforce presence, equipment usage, material deliveries, testing procedures, and any observed irregularities. Photographic documentation is often included as part of the daily report to provide visual verification of work progress and conditions.

The Civil Inspector may also review or prepare interim progress reports that support contractor payment processes. Accurate measurement of completed quantities ensures that payment applications reflect actual work performed.

Monitoring contractor testing activities is part of quality assurance. Construction materials such as soil, concrete, asphalt, and reinforcing steel must undergo laboratory and field testing to verify compliance with engineering specifications. The inspector coordinates with testing laboratories and onsite quality management teams to ensure test procedures are conducted properly.

Preparing reports on labor, materials, and equipment present on site provides additional oversight. These reports assist in progress tracking and cost monitoring.

The Civil Inspector determines whether construction conforms to plans and specifications. This involves measuring dimensions, confirming elevations, verifying compaction levels, and observing installation techniques.

Quality surveillance may extend to electrical installations, landscaping work, soil stabilization, asphalt mix applications, and concrete placements. The inspector coordinates technical inspections for these specialized components when required.

This position offers an hourly compensation range between $65.00 and $75.00, depending on qualifications, education, experience, and work location.

Eligibility Criteria

Applicants must have a minimum of five years of project experience in highway, roadway, utility, transit, bridge, and/or rail construction projects. Hands-on field inspection experience is strongly preferred.

A Bachelor’s degree in Civil Engineering or Construction Management is preferred but not mandatory if sufficient field experience is demonstrated.

Candidates must be able to obtain Cal-OSHA or OSHA 30-hour safety training certification. Knowledge of occupational safety standards is essential for infrastructure project environments.

Applicants should possess a strong understanding of construction methods, standards, equipment usage, quality control processes, and safety practices in accordance with state and federal regulations.

Strong computing skills are required, including proficiency in Microsoft Office Suite applications such as Word, Excel, and SharePoint. Inspectors frequently prepare reports, review spreadsheets, and manage digital documentation.

Experience using mobile devices such as iPads for reporting and photographic documentation is preferred, as digital field reporting is common practice.

The ability to interpret engineering plans, special provisions, specifications, and contract documents independently is essential.

Applicants must demonstrate problem-solving skills, including the ability to identify potential construction issues and propose practical solutions.

Clear written and verbal communication skills are required to interact with contractors, project managers, testing laboratories, and client representatives.

A valid California Class C driver’s license is required for this position due to site-based travel within Santa Clara County.

The role requires on-site presence in San Jose, California. Remote work options are not applicable due to the field-based inspection responsibilities.
