Job Description
The Emergency Officer (BPS-17) is a supervisory and field-based leadership role within the Punjab Emergency Services Department (Rescue-1122). The position demands technical expertise, managerial capabilities, strong decision-making skills, and emotional resilience. Emergency Officers are placed in various districts of Punjab and are responsible for overseeing field teams, managing operations, and leading response efforts during crises.
As an Emergency Officer, you will be tasked with maintaining the highest standards of public safety, performing risk assessments, implementing operational plans, and ensuring smooth coordination between ambulance, fire, rescue, and communication units.
Key Responsibilities:
- Command Field Operations: Lead emergency response teams during fire, flood, building collapse, road traffic accidents, chemical spills, and other disasters.
- Incident Management: Serve as the on-site lead officer during emergencies, assessing the situation and allocating resources effectively.
- Technical Oversight: Ensure the functioning and maintenance of emergency equipment, vehicles, and communications systems.
- Training and Development: Guide and train rescue staff in first aid, fire management, water rescue, and urban search and rescue protocols.
- Documentation & Reporting: Prepare incident reports, data logs, and post-incident analyses for review by higher command.
- Public Awareness Campaigns: Conduct seminars, drills, and awareness drives to promote community preparedness and reduce preventable emergencies.
- Health & Safety Compliance: Implement and monitor safety protocols for rescue staff, ensuring adherence to SOPs, PPE guidelines, and international emergency service standards.
- Technology Integration: Use GIS systems, surveillance drones, and emergency apps to improve response time and coordination.
- Coordination with Local Authorities: Liaise with police, hospitals, district administrations, and NGOs during multi-agency emergencies.
- Shift & Duty Management: Prepare shift rosters, assign roles, and evaluate team performance during and after field operations.
Day-to-Day Work May Include:
- Monitoring district control room activities.
- Responding to alerts and traveling to incident sites.
- Directing fire suppression and medical care activities.
- Debriefing teams after rescue operations.
- Ensuring vehicle and equipment readiness through regular checks.
- Collaborating on disaster drills and simulations at hospitals and public spaces.
- Managing inter-departmental communication during critical situations.

Eligibility Criteria

Educational Requirements:
Applicants must hold a BSc/BE degree or MBBS in one of the following disciplines:
Engineering Disciplines:
- Mechanical Engineering
- Electrical Engineering
- Civil Engineering

- Mechatronics Engineering
- Mining Engineering
Medical Discipline:
- MBBS from a PMDC recognized university (with a valid registration).
All degrees must be obtained from institutions recognized by the Higher Education Commission (HEC) or Pakistan Engineering Council (PEC) where applicable.
Age Limit:
- 22 to 35 years
Experience:
- Fresh graduates may apply.
- Candidates with relevant emergency service or field experience will be given preference.
Physical Fitness Requirements:
Given the demanding nature of the role, candidates must meet the following physical standards:
- Height (Male): Minimum 5 feet 6 inches
- Chest (Male): Minimum 33 inches
- Weight: Proportional to height and age
- Eye Sight: 6/6 without glasses
- Medical Fitness: Candidate must pass a physical and psychological test conducted by the service.
