Job Description
The Engineer Proposals will work within the Industrial Services Division, supporting the preparation, updating, and submission of technical and commercial proposals for turnaround, maintenance, EPC, and retrofit projects. The role requires a strong understanding of refinery maintenance activities, plant shutdown operations, and EPC modification work, ensuring each proposal aligns with real site conditions and client expectations.
The engineer will be responsible for reviewing ITBs, understanding the client’s specifications, identifying key technical requirements, and ensuring that all proposal documents are developed in compliance with the stated guidelines. This includes collecting inputs from engineering, planning, HSE, procurement, and finance teams to ensure technical completeness and commercial accuracy.
The role involves preparing scopes of work, drafting technical write-ups, creating cost breakdowns, estimating manpower and equipment requirements, and ensuring that all assumptions and exclusions are clearly documented. The engineer will also support strategy development for each proposal by analyzing project risks, resource availability, market conditions, and client needs. The goal is to ensure that every submission is competitive, accurate, and aligned with Descon Engineering Limited’s standards.
Coordination with senior leadership, project managers, and clients may be required to gather technical clarifications, discuss proposal points, and ensure complete alignment before submission. The role also involves maintaining updated proposal templates, supporting the development of standard operating procedures, and contributing to the refinement of internal processes to improve efficiency and consistency.

Experience in developing proposals for shutdowns, mechanical overhauls, or equipment replacement activities is particularly valuable.

Familiarity with ITB evaluations, scope definitions, proposal structuring, and client specifications is important. Experience with turnaround planning, resource estimation, or EPC documentation will strengthen the candidate’s profile.
