Job Description

The Engineer Proposals will be responsible for preparing and updating proposals, bids, and commercial submissions for various Oil and Gas and turnaround projects. This role requires an in-depth understanding of project scopes, market pricing trends, technical specifications, plant maintenance activities, and the commercial conditions that influence project viability.

The engineer will analyze Invitation to Bid (ITB) documents, break down technical requirements, and coordinate with internal teams to collect relevant inputs. This includes gathering details from engineering, planning, cost control, procurement, and construction teams to ensure that every bid submitted is accurate, complete, and aligned with client expectations. The role requires the ability to build cost estimates, define resource requirements, assess timelines, and determine the technical approach needed for each bid.

Part of the job involves developing proposals that reflect a strong understanding of refinery turnaround operations, EPC works, maintenance schedules, retrofitting needs, shutdown timelines, and safety protocols. The engineer must evaluate the scope of services, identify assumptions or exclusions, prepare compliance statements, and ensure that all sections of the proposal meet the standards defined in ITB documents.

This role also includes updating Proposal SOPs, improving internal workflows, and ensuring consistency across all submissions. The engineer will contribute to proposal strategy discussions, helping define approaches that are competitive, technically strong, and aligned with market conditions. Eligibility Criteria

To be considered for the role of Engineer Proposals, candidates must hold a Bachelor’s degree in Mechanical Engineering. A minimum of two years of relevant experience is required, specifically in refineries, Oil and Gas plant maintenance, EPC projects, or retrofitting activities.

Candidates must have hands-on experience in preparing technical proposals, understanding ITB documents, coordinating with multidisciplinary engineering teams, and developing cost and commercial estimates.
