This is a field-based leadership role suited for electrical engineers who are passionate about precision testing, power system analysis, and technical troubleshooting.
Job Description
The role of a Testing & Commissioning Engineer at Bilal Switchgear Engineering (Pvt.) Ltd. is critical in ensuring the safe, timely, and effective deployment of electrical systems across client sites. This includes working with LV and MV systems, protective relays, circuit breakers, transformers, and busbar trunking networks.
This is a full-time role that requires technical expertise, problem-solving skills, and the ability to work independently in the field. The selected candidate will work closely with testing technicians, project engineers, and management to execute field assignments and ensure quality and safety compliance.
Key Responsibilities
Testing and Commissioning
- Perform comprehensive pre-commissioning, testing, and post-installation evaluation of LV and MV switchgear panels at the client site.
- Test equipment such as ACBs (Air Circuit Breakers), VCBs (Vacuum Circuit Breakers), relays, transformers, and control panels.
- Conduct insulation resistance, contact resistance, ratio, polarity, and primary injection tests using industry-standard kits like Omicron or Megger.
- Simulate fault conditions to test protection mechanisms and ensure operational safety.
Site Execution
- Plan and lead shutdown activities, emergency power transfers, and client-approved energization procedures.
- Conduct site surveys before beginning testing and define the scope of work in coordination with supervisors and project leads.
- Ensure availability of all testing equipment, tools, and site materials including copper, cables, and protective gear.
Project Coordination
- Collaborate with the design and fabrication teams to ensure that delivered panels meet required specifications before commissioning.
- Communicate with clients, consultants, and third-party contractors for on-site coordination and handovers.
- Prepare and review technical documentation, drawings, and test reports to ensure accuracy and completeness.
Leadership and Supervision
- Supervise junior engineers and technicians during testing activities.
- Train field teams in test procedures, equipment handling, and safety protocols.
- Ensure that all on-site activities are conducted in accordance with ISO standards, electrical codes, and internal SOPs.
Financial Oversight and Reporting
- Manage field-level petty cash, approve expenses, and validate site bills and purchase entries.
- Prepare detailed post-commissioning reports, documenting issues encountered and actions taken.
- Support the sales and service team in developing project quotations, after-sale SLAs, and long-term service contracts.
Maintenance and SLAs
- After warranty completion, prepare Service Level Agreements (SLAs) and engage clients for periodic maintenance services.
- Develop maintenance schedules, emergency response protocols, and spares management plans for long-term support.
This is a performance-driven role where technical accuracy, time management, and client satisfaction are key indicators of success.
Eligibility Criteria
Candidates interested in the Testing & Commissioning Engineer position at Bilal Switchgear Engineering must meet the following qualifications, technical requirements, and field-readiness standards:
Academic Qualification
- A Bachelor’s Degree in Electrical Engineering from a recognized institution, preferably accredited by the Pakistan Engineering Council (PEC).
Professional Experience
- Minimum 5 to 7 years of field experience in testing and commissioning of LV & MV switchgear systems.
- Experience working with:
- Protective relays and coordination studies
- Dry-type transformers and bus duct systems
- ACBs, VCBs, and energy metering systems
Technical Proficiency
- Must have in-depth hands-on knowledge of using testing kits like:
- Omicron CMC/CT Analyzer
- Megger insulation resistance and contact resistance meters
- Primary injection kits and secondary relay testers
- Knowledge of relay coordination, time-current characteristics, and electrical protection settings
- Familiarity with international testing standards such as IEC, IEEE, and NEC
Communication and Reporting
- Able to communicate effectively with team members, contractors, and clients on technical issues
- Proficiency in preparing technical reports, test certificates, and documentation
- Must be able to read and interpret single-line diagrams, control schematics, and layout drawings
Soft Skills
- Excellent leadership and team management skills
- Critical thinking and decision-making ability during high-pressure site work
- Willingness to travel to various project locations as required
- Time management and multitasking ability to handle several projects in parallel
Compliance and Safety
- Sound understanding of HSE protocols, electrical safety rules, and PPE requirements
